Summary
Reporting to the Water Plant Supervisor, the Water Plant Operator is responsible for the operation and maintenance of the First Nation’s water treatment facility, ensuring safe and clean drinking water for the community in compliance with federal, provincial, and local regulations.
Key Responsibilities
- Water Treatment Operations: Operate and monitor water treatment equipment, including pumps, valves, filtration systems, and disinfection processes.
- System Maintenance: Conduct routine inspections, maintenance, and repairs of water treatment plant infrastructure, ensuring all equipment is functioning optimally and in compliance with safety standards.
- Water Quality Testing: Perform regular water quality tests to ensure the water meets the required health and safety standards. Document test results and take corrective action if needed.
- Compliance and Reporting: Maintain compliance with applicable water quality regulations, preparing and submitting required reports to local, provincial, and federal authorities.
- Emergency Response: Respond to water-related emergencies, including system malfunctions or contamination issues, and implement corrective actions to mitigate risks to public health.
- Recordkeeping: Maintain accurate operational records, logs, and reports related to water quality, equipment maintenance, and compliance activities.
Qualifications
- Certification as a Water Treatment Plant Operator or equivalent and asset.
- Minimum 2 years of experience in water plant operations or related field preferred.
- Knowledge of water treatment processes, safety standards, and regulatory requirements.
- Strong problem-solving, technical, and communication skills.
- Ability to work independently and handle emergency situations effectively.
Water Plant Operator Policies and Procedures
1. Purpose
The purpose of these policies and procedures is to establish clear guidelines
for the operation, maintenance, and compliance requirements of the Fort Albany
First Nation Water Treatment Facility. These policies ensure the provision of
safe and clean drinking water to the community while adhering to federal,
provincial, and local regulations.
2. Scope
These policies apply to all personnel involved in the operation, maintenance,
and management of the water treatment facility.
3. Policies
3.1. Operational Standards
- The Water Plant Operator must ensure that all equipment, including pumps, valves, filtration, and disinfection systems, is operational and maintained as per manufacturer specifications and regulatory requirements.
- Regular monitoring of water treatment processes must be conducted to ensure efficient operation and prevent service disruptions.
- Operators must adhere to all occupational health and safety regulations to ensure a safe working environment.
3.2. Water Quality Compliance
- Water quality testing must be conducted at scheduled intervals to meet or exceed federal and provincial drinking water standards.
- If test results indicate contamination or deviation from standards, immediate corrective actions must be taken, and the issue must be reported to relevant authorities.
- Records of water testing and compliance must be maintained and readily available for audits and inspections.
3.3. Equipment Maintenance and Inspections
- Routine inspections and preventive maintenance must be performed on all water treatment infrastructure.
- Emergency repairs must be documented, and a log of all maintenance activities must be maintained.
- Any required upgrades or replacements must be reported to the appropriate authorities for budgetary consideration.
3.4. Emergency Response and Incident Management
- The Water Plant Operator must respond promptly to system failures, contamination incidents, or other emergencies.
- An emergency response plan must be followed, including coordination with health and emergency response teams as needed.
- Incidents must be documented, and corrective actions must be taken to prevent future occurrences.
3.5. Recordkeeping and Reporting
- Daily logs of system operations, water quality test results, and maintenance activities must be maintained.
- Reports must be submitted to local, provincial, and federal agencies as required by law.
- All records must be kept for a minimum period in accordance with regulatory guidelines.
3.6. Operator Training and Certification
- Operators must maintain valid certification as Water Treatment Plant Operators.
- Continuous education and training must be pursued to stay updated on industry standards and regulatory changes.
- Operators must undergo periodic performance evaluations to ensure competency.
3.7. Workplace Safety and Conduct
- Personal protective equipment (PPE) must be worn at all times in designated areas.
- Safety procedures, including chemical handling protocols, must be strictly followed.
- Any workplace hazards or incidents must be reported immediately to supervisors.
4. Procedures
4.1. Water Sampling and Testing Procedure
- Collect water samples at designated points as per testing schedule.
- Perform required tests using approved equipment and methods.
- Record results and compare with regulatory standards.
- If results indicate a problem, notify the supervisor and implement corrective measures.
- Maintain records for future audits.
4.2. Maintenance Procedure
- Perform daily visual inspections of plant equipment.
- Conduct routine maintenance checks and servicing as per manufacturer guidelines.
- Log all maintenance activities and report any critical issues requiring further action.
4.3. Emergency Response Procedure
- Identify the nature of the emergency (contamination, equipment failure, etc.).
- Follow the emergency response plan and notify relevant authorities.
- Implement corrective actions to mitigate risks to public health.
- Document the incident and report to supervisors.
4.4. Compliance and Reporting Procedure
- Prepare and submit required reports on water quality and plant operations.
- Maintain compliance records and make them available for regulatory inspections.
- Address any deficiencies identified in audits or inspections promptly.
